Governance
The Northern Busway Project was delivered through a partnership between Transit New Zealand, North Shore City Council, Auckland Regional Transport Authority (ARTA) and Auckland City Council. The Busway Project Office (BPO) was the delivery arm of the four agencies and were responsibile for coordinating construction.
The governance structure of the partnership clearly defined areas of responsibility for each agency.
The partnership brought together the strengths of each organisation to meet transportation goals for the region.
Transit New Zealand was responsible for developing and managing the busway and the development of the Esmonde Road and Onewa Road Interchanges.
Transit New Zealand develops manages and maintains New Zealand's state highways. This network of 10,786 kilometres of major roads and motorways provides a strategic link to the 82,000 kilometres of local roads managed by territorial authorities. The state highway network is a national asset worth $12.5 billion and carries nearly half of all New Zealand's traffic.
North Shore City Council was responsible for the development and ongoing management of the bus stations and park and ride facilities within the stations. In addition, North Shore City Council is developing the wider BRT network to enable bus, pedestrian and cycle access.
As part of the partnership, North Shore City Council shares the commitment to developing reliable, safe and fast public transport in and around North Shore City.
Auckland Regional Transport Authority (ARTA) contributed to the project by planning and managing the region's bus services. ARTA was also responsible for signage at the stations, information, ticketing and overall branding of the transport corridors.
Auckland City Council contributed to the project by providing bus priority measures in the Auckland CBD including the Britomart transport centre together with improved bus facilities in other central locations.
Involvement in the Northern Busway Project is part of Auckland City’s integrated approach to moving people between the North Shore and Auckland City in a safe, fast and efficient manner
Auckland City Council has overall responsibility for the central area of the Auckland region. This includes providing services to meet goals of growth for the region including more businesses and employment, education, leisure, entertainment and cultural opportunities in the city, as well as lessening the effect that congestion has on the environment.
Auckland Regional Council is contributed to the project by funding new bus services throughout the region that service the new stations. The ARC sets transport strategy for the region and provides funding to ARTA.
The Auckland Regional Council has regional, rather than local responsibilities. These include transport, the environment, parks and managing growth, so that both services and infrastructure are able to cope as the population increases.
